Qthreads 1.8.1 is released!

Hey all,

Version 1.8.1 is officially out!

This release is a fairly minor bugfix update to 1.8. The biggest changes are in the Chapel support, which has been updated for the next release of Chapel - cleaner compiling, better handling of numThreadsPerLocale and support for blockreport debugging output. I'm including the relevant part of the NEWS file below.
