1.7.1 delay

Hey,

In case you were anxiously awaiting 1.7.1, just FYI: we're tracking down some bugs in the qthreads/Chapel interface, and I want to hold off on 1.7.1 until we get those squared away.

To avoid holding anyone up, I'll make a 1.7.1 release branch, and we'll propagate any Chapel fixes to trunk when we have them figured out.
