Win 8 is not tested by myself yet.
It will be nice if you enumerate the issues here no matter how large those would be.
It will help to bridge the missing gaps.

I Thint it's not OS problem

No any problem using Win8 64...
Working same as Win7 here :-)

Try to use a clean machine or remove pre-installed programs ( Check resident app's like ocr, ... )
** eg: Office 2013 can't work with ABBYY ocr intalled !

If you install in the hb32 folder, the problem exists. If you install in a separate folder such as QtContribs it works ok.

I reverted to an older version which works on XP. No luck using harbour or QT in a reliable fashion on either win 7 or win 8 machines.

Clarification, no luck with Qt app. Plain old DOS app complies fine. Harbour seems to work well. Harbour with Qt, not so well.

The information you provide are just guesses we can make.
Your one-liners are totally useless to this group. Show us a small app you could not compile and run.

Can you compile and run any test apps in addons/hbqtwidgets/tests folder ?
