It seems I spoke too hastily: you can use QGIS 3.16.8 provided you
choose the installer lower down the page.

The long term release one under 'Standalone installers (MSI) from
OSGeo4W packages (recommended for new users)', which is
https://qgis.org/downloads/QGIS-OSGeo4W-3.16.8-4.msi, is the one that
uses Python 3.9, and cannot be used with QSWAT or QSWAT+

The long term release ones (32 and 64 bit) under 'Standalone installer
for long term release (continued with dependencies from old OSGeo4W)'
which are

32 bit: https://qgis.org/downloads/QGIS-OSGeo4W-3.16.8-1-Setup-x86.exe
64 bit: https://qgis.org/downloads/QGIS-OSGeo4W-3.16.8-1-Setup-x86_64.exe

continue to use Python 3.7 and are fine with QSWAT and QSWAT+.
