Problem with weather data import

Dear expert(s)/ group please help me to solve this Qswat+ issue.

1. Primary issue location

a. Component: (QSWAT+, SWAT Editor, SWAT Executables).

b. Area of impact: (Model input, especially Importing Weather data)

2. Software Versions

SWAT+ editor 3.2.3. QSWAT+ 3.0.3.

3. Project Characteristics

a. Watershed Detail: (area 9417.9 ha. Number of HRUs 74, Location: Northwest Somalia)

b. Modelling Aim: (Water balance)

4.Description of Issue

a. the Problem: (can't import observed Weather data. error Traceback (most recent call last):
