The directory holding user accounts seems to be called Benutzer instead
of Users, and this may prevent QGIS finding the plugin.
Easiest way to fix this is probably to install QSWAT 'for all' instead
of 'for me'. Then QSWAT is placed together with QGIS. With the 'for
all' installation, if you reinstall QGIS you will need to reinstall the
plugin.
