added missing libraries to qstem 2.40 (64-bit)

Dear qstem users,

 

unfortunately, in the latest updates of the 64-bit version of qstem, the FFTW libraries were not part of the installation package. This caused the part of the code that did the actual installation (stem3.exe) to crash. This problem has been fixed now. So if you have recently downloaded the most recent 64-bit Windows package of qstem, please do so again, in order to also have the FFTW DLLS being installed.

Any possibility that this newest version might be uploaded to github so that us Linux users can try and build everything?
