QRDA Category-III - QPP Conversion Tool tests are successful, but the same file uploaded to CMS fails

We are running into an issues between the QPP Conversion Tool (up to date as of yesterday) for QRDA Category-III, and submitting to CMS. The same xml file ran through the conversion tool, and being uploaded to CMS is providing different results. The tool is passing, and the upload to CMS is failing with fields that appear to be getting added via the conversion tool. We are trying to find out if this is something we need to fix on our end, but considering the tool is validating correctly, and it specifically says on https://qpp.cms.gov/developers that if you pass the tool it'll pass CMS validation, we're a bit lost.

These are the errors that are being received when uploading to CMS. When running through the conversion tool, there is a field for both "submissionMethod", and "category" with the correct values.

Upload Failed,SV - field 'submissionMethod' in Submission.measurementSets[0] is missing - /*[local-name() = 'ClinicalDocument' and namespace-uri() = 'urn:hl7-org:v3']/*[local-name() = 'component' and namespace-uri() = 'urn:hl7-org:v3']/*[local-name() = 'structuredBody' and namespace-uri() = 'urn:hl7-org:v3']/*[local-name() = 'component' and namespace-uri() = 'urn:hl7-org:v3'][1]/*[local-name() = 'section' and namespace-uri() = 'urn:hl7-org:v3']/*[local-name() = 'entry' and namespace-uri() = 'urn:hl7-org:v3']/*[local-name() = 'act' and namespace-uri() = 'urn:hl7-org:v3']
