Hi Anuj -

It looks like you're trying to access the Developer Preview version of the Submissions API. The url for this is: http://qpp.cms.gov/api/submissions/{endpoint}.

To participate in the Developer Preview, you'll need an API key. To request an API key, please contact q...@cms.hhs.gov. Please note that at this time, the Developer Preview is open to 2017 CMS-approved registries and QCDRs only (additional partners such as EHR vendors may soon qualify).

You can still access the unauthenticated sandbox API (sans API key) at https://qpp-submissions-sandbox.navapbc.com/{endpoint}.

I'm going to hijack Anuj's reply.  It looks like documentation for the REST quality endpoints are gone.  Are we not meant to consume the https://qpp.cms.gov/api/v1/quality/ endpoint anymore?

Kyle - the Measurements API is being deprecated, so the endpoint https://qpp.cms.gov/api/v1/quality/ will no longer be supported.
You can view information about QPP measures here: https://github.com/CMSgov/qpp-measures-data
