When we submit a measure with a 0% performance rate we are getting 0 points on the API in 2018.
Last year one would get 3 points with a 0% performance rate. Is this a rule change?

Good Afternoon,
This is an issue we are currently fixing within the Scoring Engine and will be resolved by Jan 2.

Can you please clarify, if a person gets 0% but meets the threshold they SHOULD get 3 points. Is this correct?

Hi David,
I believe that's correct, but as it's a policy question, I'd check with CMS directly by contacting the CMS Help Desk at Q...@cms.hhs.gov.
