How the Performance point calculate of PI TRANS ?

Advancing Care Information Performance Score

Physicians can earn up to 90 points toward the performance score for achievement on certain measures (listed below).

Providers may choose which performance score measures to report. Each measure reported will be calculated individually by

dividing the numerator by the denominator. A performance rate of 1% to 10% will be scored 1 point, a performance rate of 11%

to 20% will earn 2 points, and so on.

as per attached file "PI.json" for  PI_TRANS_HIE_1 measure, whose performance rate is 0.02  , how the QPP count 2 in response (as file attached "Response.json") ? 

as it's clearly mentioned in specification "http://www.ascrs.org/sites/default/files/2018%20ACI%20Guide%20Final%20Rule.pdf"

 that the performance rate between (1 to 10) % in that you will count 1 point and (11 to 20)% count 2 point. then why the QPP count 2 as the performance rate is Only 0.02
