Can someone from QPP API team please confirm the following (for Registry method)?
1. eligiblePopulationExclusion = numerator exclusions
2. eligiblePopulationException = denominator exceptions
3. denominator exclusions are not reported

I am yet to find any measure where Numerator Exclusions are applicable.
Hence is it safe to assume for QCRD, eligiblePopulationExclusion will always be 0 is Numerator Exclusions does not apply?
