URGENT: Discrepancy in CMS FAQ and API behaviour

Hello team, 

We have received the updated MIPS FAQ document is available here https://qpp-cm-prod-content.s3.amazonaws.com/uploads/827/2019%20Data%20Submission%20FAQs.pdf

For the Q.20 in the document states that "You cannot correct inaccurate Promoting Interoperability data submitted by a third party by attesting to the correct data."

Incase we use the POST method to submit PI data and then use the PUT/PATCH method to update the previously submitted data, will that count as correction of already submitted data? 

The developer preview currently allows you to use the PUT/PATCH method in order to correct the already submitted data. We are also able to receive an updated score in the dev preview environment.

Is this behaviour correct? Also can you confirm if this would be the behaviour in Production environment?

Good Afternoon,

This answer is directed toward non third party participants. For example if you submit for a clinician, the clinician logs in and notices the data is incorrect. The clinician cannot create a manual entry for PI to correct the data, as it would result in conflicting information, which results in a score of 0 for PI. The option would be to have the third party delete their data and then the clinician could create a manual entry, or the third party could update their data to reflect the correct information. Please let me know if I can provide any additional information.
