Unable to getting key from Registry end point.

Hi Sarah,

How do I get my QCDR in EIDM.

We are an EMR company and requirement is to submit the performance score of multiple NPI with multiple clinics. So submitting data via registry methods. We are trying to fetch keys from API methods explained in the email sent by CMS. We were getting the same error. 


Regarding access of security role, we have requested the security role under PQRS application as PQRS submitter in the EIDM account. Could you please confirm that are we on the right track?

Electronic Health Record (EHR) or other Health IT Vendors reporting data on behalf of their clients will need to secure the appropriate EIDM role for each TIN (group or individual clinicians) they’re reporting on behalf of; this does not apply to Health IT vendors who are CMS-approved Qualified Clinical Data Registries or Qualified Registries.

Our question:

If we are a health IT vendor then we are not required to do so, then how we can receive our API key for data submission?

Hi Mohit,

Are you a 2018 Qualified Registry or QCDR with access to the Submissions API for year 2? Or are you an EMR that was a part of the burden reduction program last year?

Yes Sarah, We have registered for Qualified Registry/QCDR with access to the submission API for year 2.

Hello Sarah,

We are also having the same confusion. Could you please clarify:

  • How do we create an EIDM account as a vendor? What application do we need to request access to?
  • In order for the token request to work through the API, the EIDM account must be connected to our registry in some way. How does an EIDM account that we create get associated with the our registry?  
On the QPP calls, we were told to contact QPP support for EIDM setup. However, they seem to know how to configure it for providers. As Mohit pointed out, we also tried to register for the PQRS application but we are not sure if we are on the right track.

Hi Mohit,

2018 QCDRs and Registries reporting through the API will need someone with a security official role for the registry/QCDR in order to retrieve their production token. Hello,

We were finally able to get an EIDM account as a registry. We are still having issues with getting the key and have another pending ticket with QPP :(. Here are the EXACT steps you have to take to at least get the EIDM account. Hopefully it helps everyone else that is still having issues. This is really a very frustrating and convoluted process just to get a key. 

To create an EIDM account as a vendor you will still need to go to the EIDM portal at portal.cms.gov and first create an account in your name. When creating your account you will need to choose the application "PV: Physician Quality and Value Programs". After you finish creating your account you will need to sign into the portal with the User ID and password that you just made and request a role for your organization under your Registry TIN.

To request a role you can follow the below steps:


1. Click on "Request/Add Apps"
2. Find the box that says "Physician Quality and Value Programs"
3. Select "Request Access"
4. Under select a group you will choose "Provider Approver"
5. Under select a role you will choose "Security Official"
6. Follow the steps to complete Identity Verification, Multi Factor Authentication, and Business Contact Information"
7. You will be directed to page that says "Create/Associate", you will need to select the radial button that says "Create an Organization"
8. Fill in all the fields that have an asterisk next to them
9. You will need to provide your Registry TIN
10. In the section that says NPI 1 and NPI 2 you will enter 0000000000
11. In the section that says PTAN 1 and PTAN 2 you will enter 1111111111
12. In the reason for request you will write that you are requesting a role for a Registry TIN in order to obtain an API key for submitting data to MIPS in 2018
13. You will then hit next three times until the page grays out so that you can send your request to the manual review team
14. The page will gray out and you will then hit submit

After hitting submit you should get an acknowledgement that your request has been successfully submitted at which point your request will be sent for approval for our Identity Access and Management team. They will process your request a send you an email once your role is approved.

Thank you Pawan, below mentioned steps works and we are able to submit the request to manual review team.

Also, in your reply you have mentioned that you sent an another ticket to CMS because you are unable to get keys after getting the role from CMS. Could you please share your google group link where you started this conversation so that I can follow.
