What are the minimum Advancing Care Information requirements for the 2017 transition year? 

For the Advancing Care Information performance category, the minimum requirements are:
  • Use Certified EHR Technology (CEHRT)
  • Submit the performance period of 1 day or greater 
  • Submit a “yes” to the Prevention of Information Blocking Attestation. This is ACI_INFBLO_1.
  • Submit a “yes” to the ONC Direct Review Attestation. This is ACI_ONCDIR_1.
  • Submit a “yes” for the security risk analysis measure, and at least a 1 in the numerator for the remaining base score measures or submit an exclusion for the base score measures.

Thank you for providing this information.

I have a question regarding this statement:
  • Submit a “yes” for the security risk analysis measure, and at least a 1 in the numerator for the remaining base score measures or submit an exclusion for the base score measures.
We were under the impression that for ACI measures the only possible submissions would be denominator/numerator values or yes/no. Does our client have to apply for an exclusion or how would that be submitted? Can you point me towards resources in this regard?

To apply for an exclusion, you would submit the ACI exclusion as a measure. The ACI exclusions are listed in Tables 49 and 50 (page 104-105) of https://ecqi.healthit.gov/system/files/eCQM_QRDA_EC-508_0.pdf. They are also detailed here in the QPP measures data repository: https://github.com/CMSgov/qpp-measures-data/blob/master/measures/measures-data.json
