API always scoring 0 for the nonProportion measures like 459, 460, and 461

Hi,
No matter what data we submit on measure 459 we are getting scored 0 points with this message:
"measurementClass": "Is not a small practice and measure's eligible population is less than 20 and has a reporting rate of less than 60%. Measure has no benchmarks",
"decileScore": "Applied 0 points for Class 3 measure with no reporting rate"
However on this example, we are reporting 25 patients, with a reporting rate of 100%. Shouldn't we get scored 3 points::
