It's my understanding that in the Final Rule for 2017 that each quality measure can have it's own 90day submission window? The API does not currently support that and only supports a performance start and end date at the measurement set window. Is this going to be an update in an upcoming release or at all?
In addition, if a groups performance period doesn't overlap with the influenza quality measure, will they be penalized?
Currently the API allows for submission of influenza measure with a performance period outside of the measure period.

Please review https://groups.google.com/d/msg/qpp-apis/rCoFgIF3rag/0k-Ld4WlAwAJ. Submission windows are on a measurement-set level, not measurement-level. This is how the Final Rule should be interpreted. We have passed along feedback however that this should be made clearer in subsequent years' Final Rule.
