This is how the Final Rule should be interpreted. We have passed along feedback however that this should be made clearer in subsequent years' Final Rule.

It's my understanding that in the Final Rule for 2017 that each quality measure can have it's own 90day submission window? The API does not currently support that and only supports a performance start and end date at the measurement set window. Is this going to be an update in an upcoming release or at all?
In addition, if a groups performance period doesn't overlap with the influenza quality measure, will they be penalized?
Currently the API allows for submission of influenza measure with a performance period outside of the measure period.
