Can a QCDR create submission object for a doctor/practice and keep editing it using the API?

I am confused by the following statement in Developer Preview.
  • Read, update, and delete submissions. Developers can read, update, and delete data that the developer submitted. However, only a MIPS-eligible doctor or practice can edit a submission object for their own performance data. Organizations, such as Qualified Registries and Qualified Clinical Data Registries, can create measurement sets and add them to any submission object.
From the above statement, I can not understand how the MIPS eligible doctor can edit a submission object for their own performance? Is there any way CMS can check authorization through the API call to determine this? Can not a QCRD create and update an submission object for the doctor/practice?
