While I can't say whether Waves authorization works in QLab (I think
it should, in theory it should be handled by the plug-in, not the
host, as Jeremy noted regarding his understanding of iLok
authorization, which I believe translates to Waves v9's new scheme,
too), I can say for certain that Waves ships AU versions of their
plug-ins. For that matter, I've yet to find a major plug-in supplier
who doesn't.

Beyond that, there are AU wrappers for VST, I haven't tested with QLab, YMMV.

Not really; Audio Units are the native effects format on OS X, so they're the main way we're "supposed" to do effects, and that's the direction everyone is moving (or has already moved).

Looks like you were absolutely right (as usual) about the non-iLok thing. It's some sort of USB flash drive thing. I've had maybe a dozen flash drives die over the years, and (knock on wood) my original iLok is still going strong. So I opted for the new disk based authorization way back when.

In my preliminary testing, QLab handles Waves plugs and automation perfectly well. Just don't try and load a stereo plug on a device bus.
