Not without a great deal of work . In QLab, mapping of fixture parameters is mostly limited to DMX or percentage values and not real world parameters e.g pan angle. and there are few sophisticated parameter controls like color pickers and no indexed slot, menus.
It's possible to use something like Open Stage Control to create complex interfaces for specific luminaires to interface with QLab, but it takes a long time even for a single fixture, and the maintenance of a whole library ,every time Open Stage Control and QLab have major updates or new lighting fixtures are introduced by hundreds of manufacturers would probably be a full time job for an entire department.
I made a V3000 Controller about 4 years ago, just to see how difficult it might be and it was!

If someone had a small permanent rig of a single fixture type it might be economically feasible to produce a custom controller like this , but I think to maintain a full library of every common fixture really needs the resources of an ETC or an MA lighting international.
