I believe the frame rate is zoom is variable based on bandwidth. You can view it’s current rate in the settings panel.
Normally on a modest line it seems to hover around 18fps but on a good line I’ve had it running at 30fps.
Jitter being a big factor in the overall determined frame rate it would seem.
Goes without saying a cables connection always seems to do better than wireless.
I haven’t experienced any strobing of Fluorescents in my 2020 zoom life.
Are the ballasts magnetic by any chance? That might account for it as modern electronic ballasts don’t suffer from the same affliction.
(Never work on a lathe or other spinning machinery that is sync’d to the same phase as the magnetic ballast fluorescent lighting! It doesn’t look like it’s spinning even when it is!! Danger) 😅

Maybe I'm misdiagnosing it? It looked like a very familiar issue I've had to fix before by downloading the Logitech app and setting that camera to "50Hz".
