re-balancing question

Hi,

Can you implement a check when re-balancing for qfs chunk server is done so that replication is not broken?

Currently when a re-balancing occurs, the destination server is not checked against being equal to the server holding the other existing replica and also it is not checked for other replication criteria like rack redundancy, etc

I already open an issue on gihub for this last year but didn't got any confirmation
