Recovery actoins not available under Recovery Actions tab

I have created server basic recovery options using system scripts. I
apllied them to a template in order to test what can be passed in the
command arguements from the variables that we utilize in the "Alert
Content". When go back into the Recovery Acfion the list of the
defined recovery actions are not there. If I go into the "Monitor" the
list of the "Recovery Actions" consists of all the ones that exist and
should be showing up under Recovery Actions. So how do I get recovery
action to show the existing actions so I can update them. I have
already stopped and started the complete Aflex application and HSQLDB
and that did not resolve this issue.
