2 Alerts occur before "Interval between Occurences"

I completed the installation. I pointed some of the alerts at a log
file and I have discovered that the alerts produce 2 messages/alerts
before setting suppression. I have set up a "Interval between
Occurrences" of 60 minutes and no matter what the polling interval I
always have 2 message 1 polling interval apart followed by the
"Interval between Occurrences". I believe this is a bug since it
occurs on every alert and for every kind of Monitor.
