Why does progurd only obfuscate jar files?

Hi Guys,
I've been trying ProGuard on a .war file and noticed that it's unable to or will not process the class files in WEB-INF folder.
Is there a reason for this?
Per the documentation I got my hands on, to make it work that those classes need to be placed in a jar file and put in the lib directory.
I'm just wondering the reason for that limitation and if there is a way to obfuscate class files outside of jars.
