My workaround (a hack not a fix) is to add the following line:

PYTHON_INCLUDES="-I${py_exec_prefix}/include"

After the following lines:

PYTHON_INCLUDES="-I${py_prefix}/include/python${PYTHON_VERSION}"
if test "$py_prefix" != "$py_exec_prefix"; then
PYTHON_INCLUDES="$PYTHON_INCLUDES
-I${py_exec_prefix}/include/python${PYTHON_VERSION}"
fi

Configure still fails on current source.
I'm going to open a new issue as this one doesn't seem to be getting
reopened.
