Time slider's frame popup, anyone knows how to disable it? [Via Python, MEL]

to Python Programming for Autodesk Maya
Hi all.

We have this new popup in Maya2018.4, maybe was there before, but now we notice that sometimes, at random, the mouse can not click on a frame, it clicks on the popup instead.
Is there a way to disable this, via python/MEL/API calls?
I'm looking in the source mel/python but did not find it yet, thought maybe someone already did that.

Not 100% sure but I think it might be Tool Clips that are making that.  Try disabling them in the "Help" section of the main prefs.
