Maya Shelf buttons not loading and cannot find the reason...

Hey, I am having a huge issue with Maya, when I put a shelf in the 'C:\Users\User\Documents\maya\2016\prefs\shelves' it loads the shelf, but won't load the buttons.

I have 4 custom shelves and only 2 will load all the buttons (randomly, a few seconds after startup) When I remove the shelves that load in buttons the other two shelves that don't load will sometimes load in.

What's going on? All the scripts / icons that the buttons have are loaded correctly and I can use the script editor to call my python modules so I know that's not the issue (plus I have tested on another machine and I don't get this problem)
