repackaged python-whiteboard and pushed it into Debian

thank you for the work upstream!

I repackaged python-whiteboard, to comply with lintian checks, posted
an ITP, and uploaded the package.

There may be a small issue with the author of this program, since I
could only identify him/her as pnegre <pne...@github.com>, wjich is
probably not a valid e-mail address, nor a valid name to endorse th
copyright.

Amy feedback is welcome.
