Fatal error in launcher: Unable to create process using '"'

to virtualenv

I am getting the message:

Fatal error in launcher: Unable to create process using '"'

for all pip commands.

I tried uninstalling and installing different versions of python, but the pip is still not work, getting the same error message.

Has anyone encountered this? Any ideas? Thanks.
