Override "no-index=yes" from /etc/pip.conf

Hi folks,

I have a server with a global /etc/pip.conf, that has "no-index=yes" in the [install] section. There is also a "find-links" option pointing to a custom repository.

This means that pip never looks at PyPi for packages. Is there any way to tell pip to override the "no-index" option in pip.conf?
