How to Get Followers when they have more than ~3000?

If someone has more than 3,000 followers I hit the rate limit when trying to get their followers... is there any solution to this problem?

Ditto. I'd like to try to download them in blocks, and resume when the rate limit resets, but I don't know how to resume downloading where I left off. Is there a solution to that?
