Remove py32 from tox

Hi,

The tests are red for relatorio [1] because of the py32 environment. To
be precise, it is because pip dropped the support of this version
recently [2]. It doesn't mean that relatorio doesn't work any more on
this version but I think we should remove this environment from the
list (I don't see any other way to fix it).

What do you think?

Indeed I think it is better to just deactivate it from .drone.yml
