Not Seeing SIGNAL_NETWORK_READY Events

I've deployed a simple Python program (based on hello_world.py) to see events from the network. I never see the network ready event being triggered, and so the function is not executed. This is also true with the stock hello_world.py example.

What is the best method to follow up with debugging?

Do you have some sleeping devices ?
If yes, you need to wake-up them to receive the network ready event
