Build failure with open-zwave dev flavor

Hi friends, I come in peace.

I'm new to Python and OpenZWave. I've been using HomeAssistant to maintain a ZWave network of thermostats in my house for about a year now, and I'm pretty sure the support for one of them could be improved. I'd like to test some tweaks to OpenZWave's device configs by cloning the open-zwave repo, making my changes in a branch, and then using pip to install python-openzwave with the "--flavor=dev" option. However, I've had problems with the final step.
