What level of access the user should have to access binLog

I started playing with this driver , at my local box, with following credentials it works fine. 

MYSQL_SETTINGS = {
"host": "127.0.0.1",
"port": 3306,
"user": "root",
"passwd": ""
}

I don't see the column values , when i connect to internal Dev MySQL boxes . What level of access the user should have ?

I see only QueryEvents, i do not see, WriteRowsEvents. Can you please help ?
