Process Binary Logs Offline

I'm new to both Python and mySql binary logs so please forgive me if I have grabbed the wrong end of the stick.

It appears to me that BinLogReader has to connect to a running mySql instance in order to get access to the binary logs. Is it possible for me to download the mysql binary log files first, and then use these files as input to BinLogStreamreader?

Currently no but you should be able to use the code. The data format on disk should be the same.
