Support python 3.13

I would appriciate that python-mip will run under python 3.13.

The new Ubuntu version (2025.4) standard works with python 3.13.
Als Home Assistant works only with that version.

So please give the pypi-library-module free for 3.13.

Hi Cees, I had the same issue on a windows computer.  In order to overcome it, I advised pip to download mip directly from the coin-or repo instead of the standard pypi library (an AI chatbot gave me that advice)

pip install git+https://github.com/coin-or/python-mip.git

I ended up with the latest "rc" version: mip-1.16rc1.dev3 being installed.
