Error installing xlwt

I am trying to install xlwt 0.7.5 package from cmd prompt but getting error as below

C:\xlwt>python setup.py install

Access is denied.

When i run the cmd in administrator mode I am getting the following error:

C:\xlwt>python setup.py install

Fatal Python error: Py_Initialize: can't initialize sys standard streams

ImportError: No module named encodings.utf_8

This application has requested the Runtime to terminate it in an unusual way.

Please contact the application's support team for more information.
