Structured SVM for Multilable classification

Hi.

I've got a problem with understand data format for *SVM function. There is sample with length  N+K whete N is a feature and K is label. For example: Feature is 0,1,0,0,1,1,0,0,0,0 + 0,1,1,0,0,0 (Label). Data natures define  by crime law where features describe crime and label may be define few articles of the crime code. 

Please help or share link where I may found normal describe of data represent. )

ps I'm really need only Structured Support Vector Machine it's my task for test, no threads no KKN and etc ))))
