Aligned Rank Transform

Hi all,

I was wondering if there was any appetite to introduce an aligned rank transform tool for transforming data for nonparametric factorial ANOVA analysis to statsmodels?

The method was originally described in this paper: https://faculty.washington.edu/wobbrock/pubs/chi-11.06.pdf

This currently exists in R via the ARTool: https://depts.washington.edu/acelab/proj/art/ but I'm yet to see it in python.

I recently developed a Python implementation for a work project and so would be happy to develop a version of this to work with statsmodels?

Let me know if there was interest from the community or if this has been proposed before?
