You can only use that module if you have rpy2 installed:
http://rpy.sourceforge.net/rpy2.html
It can only be built on OS X and Linux at the moment, so if you're
using Windows you're SOL for now.
And my guess is that no more rpy2 for Windows will stay that way.
The instructions that David Hirschfeld posted a while ago looked way
to scary for my taste since you also need to rebuild R, and I haven't
heard any other success story in 2 or so years.

If there is, I doubt it supports the latest API. Your only recourse
might be to use VirtualBox to install a Linux VM... Getting Windows
support would be nice eventually but will require some financial
backing.
