trouble with the build/install steps for pyslurm

Dear all:

I'm having trouble installing pyslurm since yesterday.

I'm running Ubuntu 18.04
I have slurm-wlm 17.11.2
I'm trying to install pyslurm version pyslurm-17-11-12 for now, so that it's compatible with my current system.

I implemented the workaround using symlinks from:

$sudo ln -sf /usr/include/slurm-wlm/ /usr/include/slurm
$sudo mkdir /usr/lib/slurm
$sudo ln -sf /usr/lib/x86_64-linux-gnu /usr/lib/slurm/lib

This at least got the build command to complete successfully.
$python setup.py build  --slurm-inc=/usr/include/ --slurm-lib=/usr/lib/slurm

However, when I try:
$python setup.py install

I get:

running install
error: can't create or remove files in install directory

The following error occurred while trying to add or remove files in the
installation directory:

    [Errno 13] Permission denied: '/home/bizon/anaconda3/lib/python3.6/site-packages/test-easy-install-6367.write-test'

The installation directory you specified (via --install-dir, --prefix, or
the distutils default setting) was:

    /home/bizon/anaconda3/lib/python3.6/site-packages/

Perhaps your account does not have write access to this directory?  If the
installation directory is a system-owned directory, you may need to sign in
as the administrator or "root" account.  If you do not have administrative
access to this machine, you may wish to choose a different installation
directory, preferably one that is listed in your PYTHONPATH environment
variable.

Please make the appropriate changes for your system and try again.

I don't see anywhere in the setup.py script to change the install directory. I tried --install-dir <a directory I have access to> for both the build and install commands, but neither recognized the option.
