Support for slurm 20.11

My team is using a new slurm setup using amazon EC2 slurm workload manager. As described below, the latest version uses slurm 20.11. It would be great if pyslurm could support this slurm version for easy integration with EC2.

Currently I see this on calling setup.py build:
ERROR: Build - Incorrect slurm version detected, requires Slurm 20.02

Slurm 20.11 is now available: https://github.com/PySlurm/pyslurm/releases/tag/v20.11.8-1
