I think pyRserve is missing a dependency on numpy:

$ easy_install pyRserve

ImportError: No module named numpy

installing numpy first does make this work, but putting it into
requirements.txt and using pip -r requirements.txt fails.

hmm, that's interesting. In setup.py there is an entry that the installation requires numpy so I would have assumed that this should - as a dependency - automatically be installed. Obviously not for you :-(
I will check on Monday to get this really working and then come back to you.
