Joe Politz can answer in more detail than I can, but the short
answer is, "Google Drive permissions". The original and the shared
file are both simply files, but the original file is writable and
readable only by you, while the shared file is readable by
everyone. Moreover, the action of publishing a file in CPO
establishes a link between the two files, such that "republishing"
the original file will update the shared file. Once the shared file
has been created, you can move it around in your Drive folders
however you want (though we generally recommend leaving it in the
folder that CPO created for you!), as the association between the
original and shared files depends on their file ids, not on their
folder locations.
