cannot install the pytgrap on the windows

I have downloaded the pygraph to my computer (windows ten) and for whatever reason I can not find the Command prompt ANYWHERE, there is only the powerSHell which does absultely NOTHING: I am failing miserably to install this pygraph and I have no idea why is SO darn difficult to INSTALL. please help!
