What I have gathered, is in the future, Pilots ("Operators") will be required to become certified to fly UAS("Unmanned Aircraft System"), and this is a non-expiring registration. It would have to be renewed every 24 months.
Once certified, Operators would be required to mark each aircraft.
There would be no requirement of testing airworthiness, and would just require the Operator be certain the UAS is safe to operate.
Page 49 contains language about the control station(radio, computer, etc), but does not restrict automated drones.
UAS drones must be under 55 pounds, and micro UAS's are under 4.4 pounds (still under consideration). MicroUASs would be under even less restrictions.
Interestingly, page 60 gives the proposed definition of the Operator and requires them to be the one that "Manipulates the flight controls" and "include any system or component that affects the flight path"
So after reading through 60 pages of the 185 pages in the NPRM for model aircrafts, i don't think there will be immediate restrictions on automated drones. Just the normal requirement for the operator to fly their UASs with safety and within visual sight.
Overall the FAA sounds like they are collecting data before making a ruling on model aircrafts and are looking for public input through this notice.
If anyone sees other notices that I am missing, I believe we are okay to continue automating our project.
