PyPSA-Eur v0.11.0 Release

Dear PyPSA-Eur users,

We've just released version v0.11.0 of PyPSA-Eur.

Highlights include:

- New scenario management that lets you sweep multiple configuration files in one snakemake call.

- Enhanced support for choosing different weather years, e.g., scaled heat demand and hydroelectricity generation.

- Single-axis horizontal tracking PV and floating offshore wind.

- Approximated electricity distribution grid losses.

- Option to specify the share of permanent sequestration of plastics in landfills.

- Option for waste-to-energy plants for non-recycled plastics.

- Option for post-discretization of lines and links to fixed unit sizes after solving.

- Snakemake 8 compatibility.

- Drastically reduced data bundle size and updated energy balance statistics.

- Updated techno-economic assumptions; foremost updated electrolyser costs (https://github.com/PyPSA/technology-data/releases/tag/v0.9.0).
