Build, import and export PyPSA networks. Run in Jupyter.

Glad to announce that this effort is at a usable state, although a lot of work is still needed, it is released as is.

Your feedback in the repo discussion or issues pages will  be welcomed and appreciated. Feedback will be used to harden and fix obvious issues/bugs and also develop a roadmap of features that can be added over time.
